非十九类 non-19 categories
根据《中华人民共和国进口食品境外生产企业注册管理规定》第九条规定:
According to Article 9 of the Regulations of the People's Republic of China on the Registration and Administration of Overseas Manufancturers of Imported Food:
第七条所列十八类食品以外的其他食品境外生产企业，应当自行或者委托代理人向海关总署提出注册申请并提交以下申请材料：
Overseas food production enterprises other than the 18 categories of food listed in Article 7 shall submit an application for registration to the General Administration of Customs on their own or by entrusting an agent and submit the following application materials:

相关要求
Relevant requirements
注册申请材料应当用中文或者英文提交，相关国家（地区）与中国就注册方式和申请材料另有约定的，按照双方约定执行。所在国家（地区）主管当局或进口食品境外生产企业应当对提交材料的真实性、完整性、合法性负责。
The registration application materials shall be submitted in Chinese or English, and if the relevant country (region) and China have agreed otherwise on the registration method and application materials, they shall be implemented in accordance with the agreement between the two parties. The competent authority of the country (region) where it is located or the overseas production enterprise of imported food shall be responsible for the authenticity, completeness and legality of the submitted materials.
